...Every child who enters.  young... will be taught on the Oral System...For those who enter the school later...or...after at least one year's trial in the Oral Department...there will be a Manual Department, in which they will be taught by.. the Finger Alphabet and Signs...In no case will harsh restrictions be adopted to prevent the children from using their natural method of communication, but in the classrooms the oral pupils will be taught upon the strict principles of the Oral System...
